Before this i took the tulle the longest way and folded it. I keep folding it until I had folded it three time. 3 times is for my daughter who is fixing to be 1 the tutu will be 6 inches long. For my sister's youngest girls. who are 10 and 8 i folded it 2 times which is long enough for them and any child i would say. Then I made sure the side where most of the folds are that they where touching. The picture below shows you when they are not touching.If they are not touching. also i know there will be loops on the other end that are connected will fix that later k.

When folding i used dowel's because that is something long i had to use. you can use an yard stick if you have one. i also used the dowels to keep it as straight as i can while folding it on the floor. This is what i did to help make them touch while sewing. For the stitch i used when sewing was a straight stitch and i had it set to the longest it would go and for mine it was 5.0.
When you get to the end of it i left some room at the end. i decide which one i am going to tie off. i look to see which one is going to be easy to pull and test it. if it is not easy then i tie it off then go to the other side. i pull one of the string and pull it. i pull it about 6 inches and then I start to move the bunching down to the other end a little at a time. mostly because it is easier to do it a little at a time then a lot at a time. also if you do all of it at the same time you take a chance of the stick getting tight were you can't move it because it is like a knot them.
Here it is after i have moved it down a little at a time to the other end.
Here shows you how much i pulled and that the string just comes out. when i am done pulling i make sure to have pulled it to the length i need. if i have pull too much then up can move the tutu back to the extra room of string. it's easy to move back and forth if you need to.
Here it is for the length need it for my daughter. also here is how close i sewed it to then end.
here is the head band that i will be using. i used the kind that they use for baby's to put bows on. i took the stick out of it and made it one long piece instead of circled.

i laid it on top of the tutu. I put the head band on top of the tutu and sewed them together make sure on these you sew as close to the edge of the headband. i didn't do that and it rolled up but i fixed it where it would not and you can not tell it did one bit.
OK remember I told you we could fix the parts that where still stuck together well here is where we do that at. I placed my hand threw the hole to the connected pieces.
Then i put my scissors and cut it apart just like below. This was for my daughter so it was the one that was folded 3 times well after i cut it i had 8 layers on her tutu.
remember i said i sewed it to far from the edge well here is how i added detail and also fixed it so you could not see that it would roll up. i hot glued these jewels onto the tutu on the edge. where it touched both the headband and the tutu. at first i just did the red ones but afterwards i decide it needed more color so i did a red green pattern with the jewels.
here it is where the red and green jewels. i did green to the bottom of the tutu and the red jewels closer to the headband.
Oh ok here is my daughter sporting her new Christmas tutu. i know the tutu is not fluffy but it will be. all you have to do is pull the layers apart i had not done that yet in this picture because i was just trying it on my daughter to make sure it fit her.
